Organizational Setting


The FAO Director-General has designated one Deputy Director-General as the Protection from Sexual Exploitation and Abuse (PSEA) Champion and senior level authority with cross-organizational access.


The Protection from Sexual Exploitation and Abuse (PSEA) Specialist (Consultant) will be part of the Compliance Team in the Office of Emergencies and Resilience (OER) and support actions to plan and coordinate the implementation of PSEA related work at global, regional, subregional and country level.


The Office of Emergencies and Resilience (OER) is responsible for ensuring FAO's efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises.

It is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices to assist Members to prepare for, and respond to, emergencies.

OER ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with the World Food Programme (WFP) of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies.


OER supports food and nutrition security assessment and early warning activities related to emergency and humanitarian analysis and responses.

OER plays a major role in the development and leadership of the Organization's programme to increase the resilience of livelihoods to food and agriculture threats and crises.

The Director,
OER serves as the focal point on PSEA matters in FAO.


The
OER dedicated Compliance Team supports selected Decentralized Offices in enhancing risk management, quality assurance and oversight of FAO emergency and resilience programming in collaboration with relevant business owners.


Reporting Lines


The PSEA Specialist (Consultant) works under the overall guidance of the Compliance Team Leader/Senior Emergency and Rehabilitation Officer and the direct supervision of the PSEA Technical Officer.


Technical Focus
Support the implementation of FAO's PSEA related work at global, regional, subregional and country level.


Tasks and responsibilities

  • Support the planning and coordination of the development and strengthening of relevant strategies, policies, directives, guidelines, procedures and other corporate documents on PSEA;
  • Contribute to the development of guidance and briefing notes, monitor emerging trends, data and information relevant to PSEA and prepare FAO inputs to external reports regarding FAO PSEA initiatives and results;
  • Respond to queries and lead or contribute to the preparation of reports to Management, Governing bodies, etc. for review;
  • Collaborate with internal stakeholders to drive the development and implementation of the FAO PSEA Action Plan, in line with implementing Partners Procedures standards and requirements and the UN Protocol on SEA Allegations involving Implementing Partners;
  • Provide technical support to the development of PSEA related tools and resources for educational and awareness raising for country office use and ensure dissemination with interagency networks to promote good practices, including through provision of support to the FAO PSEA Community of Practice;
  • Support the production of periodic compliance and internal control reports for focus countries by reviewing and contributing to the PSEAdedicated section within these reports;
  • In collaboration with the relevant business owners and PSEA Focal Points, develop targeted, needs based capacity development plan and training materials and facilitate training sessions and technical clinics, as required;
