I am a male Malawian national with a Bachelor of Social Sciences (Economics) degree (1991) and a diploma in Forensic Accounting (2014). I have, since 1991, undergone numerous post graduate academic and professional training in accountancy, auditing, Investigations and Project Management.

 

My work experience spans a period of over twenty years summarized as.

 

  • Five years auditing experience as a Trainee Accountant and later as an Assistant Accountant with Deloitte & Touché, a Public Accounting firm.

 

  • Three years accounting experience as a Company Accountant with Scandrill Limited a water engineering company.

 

  • Five years’ commercial project management experience in project operations, management and company secretarial and administration, as Deputy Director of Operations and Company Secretary with Malawi Development Corporation.

 

  • Over seven years’ investigation experience in criminal fraud and corruption investigations, as an Investigations Officer (1998-2001) and Senior Investigations Officer (2008-2012 with the Malawi Anti-Corruption Bureau (ACB).

 

  • Over Six years international administrative and safeguard investigation experience as an Investigator in the Office of the Inspector General of the Global Fund to fight HIV/AIDS, Tuberculosis and Malaria (GFTATM) in Geneva Switzerland (2012 – 2018, and as an Investigations Officer in the Office of the Inspector General of the World Food Programme in Rome Italy (2018 to date).

 

  • I am a Certified Fraud Examiner with the Association of Certified Fraud Examiners (ACFE).

Investigations Officer - April 2018 – Present

1.       Efficiently manage, support, plan, coordinate and undertake office and field-based investigations into allegations of violations of policies, procedures, standards, guidelines, and applicable rules and regulations.

·         Completion of legally sound investigations according to OIGI Investigation Guidelines, Uniform Guidelines, SOP’s and relevant WFP administrative identifying appropriate lines of inquiry and using resources effectively and efficiently.

·         Manage workflow of investigation cases within appropriate timeframes and propose action to close matters where no misconduct is established.

·         Update internal databases, including the case management system and OIGI shared drive.

·         Collect, review and analyze all information, ensuring chain of custody, to determine its relevance and reliability.

·         Obtain and analyze potential documentary and electronic evidence and conduct investigative research, utilizing software, internal data and open-source information, demonstrating an understanding of information security and confidentiality.

·         Utilize specialist investigation services as and when required (e.g. handwriting analysis).

·         Formulate investigation plans and determine the appropriate presentation of investigative results.

·         Conduct interviews of staff and other involved parties, in line with policy and accepted best practice, demonstrating communications skills. Interview subjects, in order to obtain reliable information, while affording due process.

·         Where appropriate, plan and conduct field missions to WFP offices worldwide.

·         Appraise progress of investigations to Chief Investigator and other management as appropriate.

 

2.       Draft and prepare written documents and Investigations Reports of a high standard, providing an objective and factual summary of investigations, with soundly based conclusions and recommendations.

•          Ensure appropriate administrative requirements are fulfilled and the required paperwork is prepared in support of investigative activities and in line with SOPs/Guidelines. This includes but is not limited to investigation plans, mission plans and post mission reports, notification of allegations, case closure reports, investigation reports, management notifications, critical decision memos and other administrative notifications.

•          Prepare factually-based investigation reports and other written documents pertaining to investigations that include supported, chronological and comprehensive facts, analysis and, where appropriate, findings, that support recommendations for corrective action.

•          Submit investigation reports, and other written documents where appropriate, for quality assurance reviews, drafted in line with the WFP Editorial Style Guide and applicable jurisprudence, aiming to achieve minimal amendments and implementing suggestions for improvement in future

written products. Continue to develop knowledge of OIGI and WFP procedures to enhance current skill set as an investigator, ensuring that this knowledge is reflected in investigative outputs such as reports and written products.

 

3.       Contribute to and develop policies and procedures and share best practices and lessons learned from investigative work, including assessing the potential for fraud and corruption in operational activities and contributing to the formulation of recommendations to senior management.

•          Contribute to the ongoing development of professional practices within OIGI.

•          Assist in the formation and implementation of policies and procedures that aim to enhance the practices and capabilities of OIGI while identifying and actioning areas for development and risk reduction.

•          Contribute to and/or prepare comprehensive reports and ad hoc briefs pertaining to investigations and based on analysis and findings, make recommendations for improved controls and efficiency of WFP operations via the production of management notifications, where required, recommending the implementation and/or improvement of corporate practices/policies.

•          Assess the probable impact of investigation outcomes relative to strategies and advise colleagues.

•          Where appropriate, provide guidance and advice to WFP employees on matters pertaining to the

investigation of wrongdoing and direct staff appointed by field offices to assist in investigations.

•          Assist other investigators in a supporting role when required. • Actively participate in team and staff internal meetings.

 

4.       Maintain and develop key OIGI stakeholder relationships

•          Plan, lead and manage liaison with internal stakeholders such as the Legal Office, the Ethics Office and other units within WFP, as and when required.

•          Plan, lead and manage liaison with the investigation sections of other international organizations

and, where required, with donors and national anti-corruption and law enforcement agencies.

•          Effectively work and coordinate with other control and monitoring functions as appropriate, including attending meetings with internal justice partners.

•          Where relevant and appropriate, coordinate with local officials, governments, and external organizations, and obtain support to facilitate investigative work. Compile and investigation report incorporating all the evidence collected the conclusion there of.

To undertake investigations of potential fraud, abuse, misappropriation, corruption and mismanagement within the Global Fund and by Principal Recipients ("PRs"), Sub-Recipients, Country Coordinating Mechanisms ("CCMs"), Local Fund Agents ("LFAs"), as well as Suppliers and those with whom Suppliers engage in connection with their activities to implement Global Fund projects, programs or operations. Such investigations may be carried out where the programs and projects are, or have been, implemented as well as those locations where evidence and witnesses may be located and include:

 

·         Assess, plan, and scope an investigation,

·         Manage the investigative strategy and work program of the cases assigned,

·         Ensure investigation is carried out in line with the uniform guidelines for investigations and any other internal investigation guidelines,

To lead and manage an investigations team in investigations of alleged and suspected cases of corruption under the Corrupt Practices Act, 1995, including:

 

·         Develop and manage the investigative strategy and work program of the cases assigned,

·         Ensure suspicions and allegations are addressed through the investigation process,

·         Ensure assigned investigations are accomplished to the highest standards of quality, thoroughness, accuracy, timeliness, objectivity, and confidentiality,

·         Facilitating the smooth operation of the company's formal decision making and reporting machinery; Organizing board and board committees’ meetings.
