Job Title: Government Partnerships Consultant – Social Protection

Type of Contract: International Consultancy

Duty Station (City, Country): Rome HQ, Italy – possibility for travel involved

Duration: 5 months – with chance for extension

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The Global Partner Countries Division (GPC) supports organization-wide efforts to meet resource needs at corporate and country levels through active engagement with governments and public sector institutions. Within GPC, the Thematic Team was established in 2021 to advance WFP's climate, resilience, social protection, and nutrition portfolio through more systematic and strategic fundraising for thematic and development activities, requiring a different approach than fundraising for WFP's humanitarian work.

ORGANIZATIONAL CONTEXT

WFP is looking to hire a Government Partnerships Officer for Social Protection, based in the Global Partner Countries Division at Headquarters in Rome, Italy.

JOB PURPOSE

WFP depends completely on voluntary contributions to fund its projects. Relationships with fundraising partners from the public sector are crucial in supporting WFP projects that impact millions of lives globally.

Fundraising for the thematic agenda from development partners is gaining momentum following the approval of WFP's Strategic Plan. Such fundraising demands a targeted strategy that requires specific knowledge and skills, especially in social protection financing.

ACCOUNTABILITIES/RESPONSIBILITIES:

Lead the implementation of a government donor engagement work plan on social protection to identify, develop, and strengthen partnerships supporting WFP's strategic objectives.
Drive the positioning with partners on WFP's value proposition in social protection, develop donor engagement material using tailored content and language, manage engagement internally.
Guide units, Regional Bureaux (RBx), and Country Offices (COs) on partnership strategies, offer support on partnership management and proposal writing, disseminate best practices, update programming portfolios and funding requirements.
Keep donor intelligence on social protection up-to-date, promote key information systems within the organization.
Assist in coordinating the Social Protection Trust Fund, manage partner profiling and data analysis.
Support corporate dialogue with partners, highlight strategic opportunities to senior management, present recommendations for nurturing trust and interest in WFP's contribution to social protection.
Support the design of partnership proposals, contribute to negotiations, ensure partner visibility and conditions are met.
Support WFP's positioning of the social protection portfolio vis-à-vis governments and institutions, share insights on donor interests and advise on engagement for social protection.
Other duties as required.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education: Advanced University degree in relevant field.

Experience: Minimum eight years in partnership roles.

Knowledge and Skills:

Experience and expertise in social protection policy and programming.
Understanding of government and corporate strategies, public policy, and partnerships.
Developed multi-stakeholder partnerships, organized advocacy events, managed resource mobilization processes.
Experience in data-based decision-making, external messaging, and system improvements.

Languages: Fluency in English, knowledge of additional languages is an asset.
