Job Summary


The SAF-IS OCONUS Operations Director provides guidance, support and assistance to Red Cross offices in OCONUS in establishing, growing and maintaining Service to the Armed Forces (SAF) and International Services.

This position will report to the SAF-ISD Sr Director of Business Operations.

**Responsibilities

  • Provides guidance, support and assistance to Red Cross field staff, ensuring that SAF/IS services are carried out in accordance with specified Red Cross policies and procedures within OCONUS.
  • Serves as an augmented member on National Headquarters SAF/IS teams on projects and work assignments as needed
  • Serves as NHQ Operations liaison to Division and Regional Red Cross leadership, providing information regarding current policies and procedures, including the appropriate execution of operational procedures as well as the delivery of SAF/IS programs and services.
  • Collaborates with SAF/IS at National Headquarters to help ensure smooth overall operations.
  • Works with OCONUS division and regional leadership and SAF and ISD field staff to articulate their support and guidance needs to NHQ including liasing with corporate functions such as HR, OGC, Finance, Training Services, Supply Management, IT.
  • Works with OCONUS Division leadership to communicate Division and National SAF/IS strategic plan and support the delivery, sustainment and growth of SAF/IS services and programs within OCONUS.
  • Works in conjunction with Division leadership to ensure programs and services are implemented consistently across all OCONUS regions.
  • Participates with OCONUS Division leadership and NHQ Operations in the strategic planning process to support the delivery, sustainment and growth of SAF/IS services and programs in OCONUS.
  • Coordinate with the OCONUS Biz Ops/Admin to ensure consistency in operations across the two OCONUS divisions and with National Headquarters. Administer processes within assigned OCONUS division. Analyze operating practices and recommend revisions to improve established procedures.
  • In partnership with Volunteer Services Leads, conducts SAF/IS training and education to ensure that staff and volunteers understand the role of SAF/IS and can successfully perform their duties and represent Red Cross in their communities.
  • Through partnership with Regional management teams, provides oversight and management of MOUs pertaining to SAF service within OCONUS to ensure they meet DoD and Red Cross MOU guidelines.
  • Works with regional leadership and military commands to ensure support for Red Cross staff in terms of housing, office space, computer requirements etc.
  • Partners with NHQ SAF/IS QDL to monitor program outcomes and results as reported by SAF/IS field staff within OCONUS.

Qualifications

Education:

Bachelor's degree in business or public administration, community organization, social or health sciences, or related field is required; or equivalent experience.


Experience:
A minimum of 10 years related work experience required.


Managerial Experience:
: Less than 1 year of staff management experience preferred.


Skills and Abilities:


  • Must be able to operate independently, with initiative, and manage an assigned area of responsibility, with mínimal supervision.
  • Strong computer skills are required.
  • Public speaking skills and the ability to communicate effectively verbally and in writing are required.
  • Strong interpersonal skills and the ability to work with multiple priorities are essential.
  • Familiarity with military culture, regulations and protocol is strongly desired.
  • Project management experience, as well as a high level of proficiency in Microsoft Excel and SharePoint, are strongly desired
U.S. citizenship is required. Must be able to obtain a secret security clearance and a no-fee passport.


Essential Functions/Physical Requirements:

Depending on work assignment, may require ordinary ambulatory skills sufficient to visit other locations; or the ability to stand, walk and manipulate (lift, carry, move) light to medium weights of up to 20 pounds.

Requires good hand-eye coordination, arm, hand and finger dexterity, including ability to grasp, and visual acuity to use a keyboard, operate equipment and read technical information.

Overall mobility is essential. May include sitting for long periods of time, driving a vehicle and working
