PROCUREMENT MANAGER CIVIL CONSTRUCTION (ENGLISH & FRENCH FLUENT)


Our client is one of the largest Italian companies of General Contracting & High-quality Buildings and Infrastructures for multi-site mega project delivery.

1 Procurement Manager for Luxembourg (civil construction)

Job Managing:
the procurement activities of the holding company, subsidiaries or projects, supporting the contractual, technical and financial management and organisation


Responsibilities:

The Procurement Manager is responsible for:

  • proposing code of conducts, guidelines and procedures to manage the procurement activities, to be approved by the Procurement, Logistics & Plant Director and in accordance with Logistics and Plant offices;
- pursuing the procurement's target and monitoring the purchasing activities within his reference area, in accordance with the indications received from the Procurement, Logistics & Plant Director;
- guaranteeing continuous support regarding procurement activities and processes to the different areas, projects and business units, intervening in the strategical and critical decisions to meet the defined Group's targets and maximise the savings;
- periodically reviewing the governance rules regarding the centralise/decentralise management of the different products categories, in agreement with Procurement, Logistics & Plant department;
- managing the full life cycle procurement process, supervising the activities from selecting suppliers to issuing orders, to be in accordance and conformity with the quality standards and the project's timings, budgets and needs;
- managing relations with suppliers and subcontractors, conducting in first person the negotiations of primary relevance (vendor selection, sourcing, request for proposal, negotiation and contract) and defining procurement and supply conditions in terms of cost, quality, type of service, timings and payments, in collaboration with PM/Area Manager/Project Procurement team, and in accordance with the Group's targets and guidelines;
- monitoring and guiding the procurement activities and organisation and check the activities carried out by the Procurement Coordinators and Officers;
- supporting the scouting analysis of his reference market, obtaining pricing and quotations in line with the market price;
- assessing the supplier's quality and services performances and defining subsequently intervention's plan to increase the supply chain efficiency, periodically reviewing the criteria for the supplier qualifications;
- monitoring the creation of the vendor lists, divided for product group and/or geographical market, sharing the key information with both corporate and local procurement offices through dedicated systems and reports;
- periodically reviewing the spending for procurement activities, identifying possible improvements to reduce cost;
- collaborating with the Legal department during litigation and arbitration towards clients, suppliers, subcontractors and third parties;
- participating in the Group's budget preparation, supporting the Procurement, Logistics & Plant Director in the preparation of the expenditure budget for the Procurement office;
- suggesting possible hardware and software needs to enhance a more effective management of his reference area;
- managing the Procurement internal personnel, nurturing the performances development and improvement, proposing targeted training activities and courses;


Job Requirements:

- depth knowledge of the reference market, the solutions/services the company can provide, and the company's competitors;
- knowledge of the field of construction and familiarity with construction techniques to be able to select the best suppliers and subcontractors according to the different activities and projects;
- knowledge of the materials, equipment and tools necessaries for the production activities;
- excellent knowledge of English and, preferably, knowledge also of other languages (French, Spanish, Russian);
- familiarity with the legislation concerting works contracts and public works and the relevant laws;
- familiarity with the reference economic principles;
- ability to reach make-or-buy choices;
- ability to organise the activities in the framework of the process managed and in relation to the other corporate processes, identifying and removing the inefficiencies;
- technical degree or bachelor's degree in civil or construction engineering/architecture/economics;
- relevant experience on similar roles;
- site and/or engineering studio experience within multicultural and international environment;
- good knowledge of procurement dedicated software;
- good knowledge of MS Office Suite;

  • Experience of at least 10 years, gained within construction companies
  • Experience of at least 8 years as a procurement manager; top: previous experience in Europe.
  • Good knowledge of the various infrastructural works and the methodologies of the construction
