Responsibilities:


  • Implement and manage the QC program on the Contract.
  • Attend the partnering meetings, QC Plan Meetings, Coordination and Mutual Understanding Meeting, conduct the QC meetings, perform the three phases of control except for those phases of control designated to be performed by QC Specialists;
  • Responsible for reviewing all submittals and certifying that they are in compliance with contract requirements prior to allowing material on site and work to proceed with these items;
  • Ensure testing is performed and provide QC certifications and documentation required in the Contract.
  • Responsible for managing and coordinating the three phases of control and documentation performed by the QC Specialists, testing laboratory personnel and any other inspection and testing personnel required by the Contract.
  • The QC Manager is the manager of all QC activities.
  • Responsible for notifying the Special Inspector and Commissioning Authority of activities which require their review.
  • Conduct weekly QC meeting with the Project Superintendent the QC
  • Specialists, the Special Inspector, the Special Inspector of Record, the CA, and the foremen who are performing the work of the DFOWs and prepare the Minutes of Meetings;
  • Responsible for coordinating the Special Inspection activities in accordance with section SPECIAL INSPECTIONS (part of the Contract).
  • Inspect all work and rework, using International Conference of Building Officials certified QC specialists as applicable, to ensure its compliance with contract requirements.
  • Maintain testing plan and rework logs.
  • Immediately stop any segment of work, which does not comply with the contract requirements and direct the removal and replacement of any defective work.
  • Prepare daily QC reports.
  • Ensure that Contractor Production Reports are prepared daily and align with the daily QC reports.
  • Maintain a submittal register
  • Update Asbuilt drawing daily, maintaining uptodate set on site.
  • Certify and sign statement on each invoice that all work to be paid under the invoice has been completed in accordance with contract requirements.
  • Perform punchout and participate in Prefinal and Final Acceptance Inspections. Submit list of deficiencies to the Contracting Officer for each inspection. Correct all deficiencies prior to the Final inspection. Notify Contracting Officer prior to final inspection to establish a schedule a date acceptable by the Contracting Officer.
  • Ensure that all required key, operation and maintenance manuals, warranty certificates, and the Asbuilt drawings are correct and complete, in accordance with the contract, and submitted to the Contracting Officer.
  • Assure that all applicable tests special inspections, and observations required by the contract are performed.
  • Coordinate all factory and onsite testing, Testing Laboratory personnel, QC Specialists, and any other inspection and testing personnel required by this Contract.
  • Notify the Contracting Officer of any proposed changes to the QC plan.
  • Retain a copy of approved submittals at project site, including Contractor's copy of approved samples.
  • Coordinate training of Government maintenance personnel with the eOMSI Preparer to assure training materials and training classes are accurate and provide instruction and documentation on critical elements of the products, materials, and systems in the constructed facility
Skills and Qualifications

  • Graduate of a fouryear accredited college or university program in one of the following disciplines: Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, or Building Science
  • Minimum of 10 years' experience as a Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager on similar size and type construction contracts which included the major trades that are part of the Contract.
  • Two (2) years' experience as a QC Manager at least.
  • Complete the course entitled "Construction Quality Management (CQM) for Contractors" and maintain a current certificate.
  • Familiar with requirements of USACE EM , and experience in the areas of Activity Hazard Analysis (AHA), Accident Prevention Plans (APP), safety compliance and sustainability.
