    The Data Management Officer is a leadership role that is responsible for developing and incorporating a campus-wide data strategy to support strategic decision making by serving as the liaison between the strategic questions, the data resources, the technical solutions, and information consumers.

    This position will be responsible for building strong relationships with leaders and key stakeholders across campus.

    This role will be collaborative in nature and requires strategic acumen, expertise in implementing best practice data governance approaches, and skills to manage and support change across the institution.

    This position may be responsible for directly supervising office staff.
    Typical Duties/Job Duties

    Work with executives to establish the vision for managing data as a university asset and develop methods to ensure consistent application and use of analytics.

    Organize and lead a data and analytics governance council to provide executive sponsorship for and oversight of governance policy creation and compliance.

    Foster the creation of a data-driven culture, related competencies, and data literacy across the enterprise — lead these transformation efforts.

    Direct the development of a data literacy program that supports key roles in effectively and responsibly using information for decision making.

    Guide and partner with campus stakeholders and university leadership to:

    Develop a framework for data governance that identifies, cultivates, and supports key roles and responsibilities, standards and processes for data stewardship, and decision-makers across the information lifecycle.

    Establish a phased data governance design approach including relevant methods, templates, and tools to drive collaborative progress and consistency in documenting data governance policies, frameworks, guidelines, and processes.

    Leverage expertise in data management best practices, business process knowledge, technology enablement, and change management to engage effectively with leaders, data stewards, analysts, IT teams, and information consumers.

    Provide advisory services and expertise to the campus to ensure that data collection, quality, and access in university systems and workflows align with the data governance program and support institutional strategy.

    Establish and communicate standards of conduct for users of operational data and create consistent guidelines related to notification and consent for data usage.

    Document and centrally publish guidelines for the appropriate use of university data.

    In collaboration with the CIO , oversee the development, deployment and operational aspects of the university data and analytics platform.

    Develop and maintain controls on data quality, interoperability, and sources to effectively manage the university risk associated with the use of data and analytics.

    When provided access to restricted or confidential data, maintain such data in the strictest confidence and follow procedures to ensure privacy, security, and proper use.

    Ensure that appropriate audit controls exist for data and analytics that serve as the source material for regulatory reports. Apply change management principles to understand impacts, define actions, and execute with effective communication and collaboration across the organization.

    Conduct regular data maturity assessments with campus stakeholders and align with the framework outlined by the Department of Information Resources ( DIR ).

    Develop, manage, allocate and govern the annual budget for the Data Management Office. Actively engage in relevant peer and user communities.

    Demonstrated leadership; proven track record of leading complex, multidisciplinary talent teams in new endeavors and delivering solutions. Proven data literacy — The ability to describe business use cases/outcomes, data sources and management concepts, and analytical approaches/options. The ability to translate among the languages used by executive, business, IT, and stakeholders. Analytical skills — Outstanding analytical and problem-solving abilities. Ability to effectively drive business, culture, and technology change in a dynamic and complex operating environment.

    Demonstrated ability to work effectively with and across the diverse experiences and perspectives of institutional leaders, data stewards, data scientists and analysts, IT teams, and information consumers.

    Demonstrated ability to harmonize data governance standards, process, and quality to ensure successful deployment. Demonstrated understanding of regulatory requirements, e.g., FERPA , HIPPAA , GDPR , and applicable risk and compliance implications.

    Strong knowledge of contemporary approaches for the implementation and usability of data governance functions in modern technology solutions such as data lakes, big data systems, data fabric, data mesh, and data warehouses.

    Exceptional interpersonal skills, communication (oral and written) skills, and the ability to engage effectively with institutional leaders and stakeholders, data stewards, IT teams, and information consumers.

    Excellent planning and organization skills to estimate, track, and complete projects and deliverables.

    Demonstrated experience of engaging , operating and communicating with project teams at the execution level, as well as with senior leadership at the strategic level.

    Minimum Qualifications A bachelor's degree in business administration, computer science, data science, information science or related field is required. Additional experience may substitute for the required education on a year-for-year basis.

    2-3 years of progressive leadership experience in leading cross-functional teams and enterprise-wide programs, operating and influencing effectively across the organization and within complex contexts.

    Experience in integrating complex, cross-corporate processes, and information strategies, and/or designing strategic metrics and scorecards. Preferred Qualifications Master's degree in business administration, computer science, data science, information science or related field. Five years of relevant experience in data management, classification, and privacy.

    Familiar with TAC 202, Texas Data Management Framework, DAMA International's Data Management Body of Knowledge ( DAMA - DMBOK ).

    Additional job-related education may substitute for the required experience on a year-for-year basis.

    Preferred experience in leading the implementation of data governance programs to support the business and strategic analytic needs of a university or large enterprise.

    Five or more years of management experience including a demonstrated ability to effectively lead and mentor diverse teams. Physical Requirements EEO Statement
