Duties:


  • Provide planning, policy, and advisory support in C4IM/IT, which involves creating enterprise frameworks for defining, evolving, evaluating and improving information management functions across the region.
  • Provide leadership and identify technology opportunities having significant effects on the region's capability to support customers.
  • Monitor the enterprise services execution and establish the appropriate structures and processes for C4IM services delivery in the region.
  • Personally, and through subordinate supervisors, prepare and present justification for organization structure, manpower, and personnel requirements to accomplish assigned missions and functions.
  • Exercise program responsibility for formulation, development, preparation, presentation, and administration of local IM/IT objectives, policies, programs, plans and projects for supported organizations.
  • Provide executive leadership, guidance, and direction to ensure acquisition, development, and retention of a professional, highly capable workforce to accomplish assigned missions.

  • You will be required to provide proof of U.S. Citizenship.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • Two year trial/probationary period may be required.
  • One year supervisory probationary period may be required.
  • Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Incumbent MUST be able to obtain and maintain a Top Secret Security clearance based on Tier 5 background investigation with eligibility for Sensitive Compartmented Information (SCI).

Qualifications:


  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. Position requires the employee to pass a screening for illegal drug use prior to appointment. The incumbent is required to take periodical Drug Abuse and urinalysis testing.
  • Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication M Information Assurance Workforce Improvement Program, dated 19 December 2005 (Incorporating Change 1, 15 May Incumbent must be certified as an Information Assurance Manager (IAM) level II or be certified within six months within the position.
  • This position may be considered to be Mission Essential. In the event of severe weather conditions or other such emergency type situations (natural or manmade disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • Due to COVID19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within a designated time frame identified by the organization. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency's telework policy.

Specialized and Other Experience:

One year of specialized experience which includes: preparing policies and procedures, project development, or long-range planning for installation wide Command, Control, Communications, and Computer Information Management (C4IM) services business requirements; advising leadership and other management staff on Information Technology (IT) issues or decisions required in directing the resources of a program; recommending changes to the organizational structure and personnel requirements to ensure proper management and accomplishment of assigned mission; and supervising a variety of staff engaged in Information Technology work.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
