    DutiesYou will prepare electrical design drawings, calculations, and specifications to accompany design models generated on electrical engineering design software (e.g., AutoCAD).You will develop project plans (e.g., engineering design and construction project) to include work requirements, resource needs, execution schedules and acquisition plans.

    You evaluate technical non-conformance of design specifications to resolve design issues.
    You will compose technical correspondence to communicate designs, plans, and objectives to management officials, staff, and customers.

    You will be subject to and must be able to satisfy the overseas requirements of the 26Jul12 DODI V1230:

    position may require travel to places within and outside the contiguous United States which could include remote or isolated sites.

    You may be required to travel on military and commercial aircraft for extended periods of time.

    If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

    Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.Males born after must be registered for Selective Service.

    This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Facilities Engineering Career Field Level I. Certification is required within 24 months of appointment.
    You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.

    Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

    You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

    Occasional physical activity is required including walking, climbing or bending in the performance of field work, for designs and during field inspections of existing and/or new facilities during design and construction.

    Work is performed primarily in an office setting. There are occasional factory visits, and exposures to conditions in buildings and facilities that are under construction. Qualifications
    Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
    Successful completion of a professional engineering degree.

    To be acceptable, the program must:
    (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

    Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.

    Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g.

    Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance.

    Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

    In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector as a professional engineer in the private or public sector performing the following duties: 1) Leading production of facilities electrical engineering design packages including design drawings, plans, specifications and design-build requests for proposal; 2) Reviewing shore facilities electrical engineering design submittals to provide subject matter expert acceptance recommendations to officials; and 3) Providing shore facilities electrical engineering design consultation services to officials during construction

    ADDITIONAL INFORMATION:


    The employee provides independent, professional specialized electrical engineering products, services, and consultation for the planning, design, construction and maintenance of facilities for the Navy, Marine Corps and other Supported Commands, including minor works projects, special projects, military construction, demolition, maintenance, and facilities development.

    Tour of duty will be 36 months.

    Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position.

    Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.

    Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference.

    Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member.

    PPP applicants will be placed at the FPL, if determined Well Qualified (WQ).

    To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.


    ICTAP Applicants:

    To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher.
