    Job Description

    Under limited supervision, the Transportation Procurement Specialist 2 serves in the Central Buying Unit.

    Key Responsibilities:

    • Procure a variety of goods and services used for the operation of the West Virginia Department of Transportation (WVDOT).
    • Interpret and apply related policies and procedures established by the Purchasing Division and Auditor's Office.
    • Monitor inventory and/or fixed assets, following surplus property procedures for the disposition of fixed assets.
    • Review requisition specifications, administer the competitive bid process, review bids, and award purchase orders to the appropriate responsible bidder.

    Additional Duties:

    • Provide advice and guidance in the procurement of goods and services through the interpretation and application of policies and procedures.
    • Assist in developing minimum standards and specifications for new commodities.
    • Oversight of annual physical inventory control.
    • Assignment and review of work of subordinate personnel; training others.
    • Review, audit, and pay invoices.
    • Resolve payment issues related to procurement documents.
    • Preside over bid openings and manage pre-bid meetings.
    • Prepare weekly, monthly, quarterly, or annual reports of awards and bid amounts.
    • Review and approve purchase documents in the OASIS workflow.

    Requirements:

    • Bachelor's degree from a regionally accredited college or university.
    • Two years of full-time or equivalent part-time paid experience in a broad range of purchasing commodities or services in a centralized purchasing function for use in the operation of a private industry or governmental unit.
    • Purchasing experience must be direct use of the industry or governmental unit, not for retail sales.
    • Preference given to candidates with an active certificate from the WV Purchasing Certification program administered through the West Virginia Purchasing Division.
