We are currently seeking a Transport Estimating and Contract Manager (TEC), reporting directly to Transport Contract Management Section Head (TEC SH) to join our Procurement Department team based in Rome, Italy.


About the Job


The Transport Estimating and Contract personnel are responsible for executing all activities relating to estimating, from the preparation of the project procedure up to the preparation and issue of the Transport Service Order (TSO) to Freight Forwarders in Proposal, FEED and EPC contracts.


He/She is working in strict coordination with the Project Transport Manager (TM) for all matters relevant to Project Procedure, TSO implementation, revision, and cost monitoring.


Reporting lines and interactions:

Hierarchically reports to:
Transport Contract Management Section Head (TEC SH).

Operationally reports to:
Project Procurement Manager (PPM).

Directly supervises (operationally): Technip and/or Agency resource(s), if any.


Key interactions (internally, externally):

Externally:
Suppliers, Freight Forwarders (FF), Clients, Marine Warranty Surveyor, Customs, Shipping Agencies, Port Authorities, and Insurer.

Internally:
Project/Proposal Team, Procurement, Engineering, Quality, Administration, Accounting, Estimating, Construction, Insurance and Legal.

The role and responsibilities include, but are not limited to:

  • analyze Instruction to Bid documentation, by implementing the Project Execution Plan jointly with TEC SH
- classify all items by category: General Cargo/Heavy Lift and Oversized Cargo (HLO)
- identify HLO Cargo and plan their transport operations
- obtain preliminary quotation from FFs for transport cost estimation of HLO Cargo

  • Prepare transport cost estimation jointly with TEC SH
- provide to PPM Man hours Budget estimation jointly with TEC SH
- consolidate the Man hours Budget provided during Proposal phase jointly with TM
- prepare Project Procedure and Transport Specifications
- perform Transport Surveys and prepare the relevant reports
- prepare the Inquiry Package and the Bidder List
- support PPM in collecting all necessary documentation to obtain Client approval of the FFs
- verify the completeness of the Inquiry Package and launch Invitation To Bid (ITB) to the FFs
- prepare and issue Technical Commercial Bid Tabulation "Before" (TCBT)
- request to Cost Control through PPM the "Target Budget for Purchase" as well as any revisions
- ascertain that all short-listed FFs are certified by the Compliance department, if needed provide to Regional Compliance Officer all information and documentation for Due Diligence validation
- conduct negotiations with FFs, prepare and issue the Negotiation Report
- collect and store all documents relevant to the 231 qualification of suppliers recommended for PO award;
- prepare and issue TCBT "After"
- prepare and issue the Transport Service Order, as well as any possible revisions
- assign the transport costs to the equipment/material to be shipped, jointly with TM
- support Purchasing department in the negotiation with suppliers and attend, if required, the Kick Off Meeting (KOM).

About You

Qualifications:
Technical Diploma or equivalent


Languages:
Fluent English


Main Skills:
Minimum of 7/10 years of experience (in this field or similar),


Great teammate with strong organizational, interpersonal and communication skills, ability to meet deadlines and flexibility in working under pressure, advanced IT tools skills.


Preferred Qualifications and experiences:
Experience working in forwarding agent area.

International exposure.
