Organizational Setting

The Human Resources Division (CSH) provides HR strategies, policies, tools, guidance and oversight to FAO clients worldwide to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce, delivering on the mandate of the Organization.
Over the next years, CSH will focus on developing and implementing a people centered strategy, and positioning HR as a strategic partner contributing to the achievement of the mandate of FAO.
The Human Resources Division is composed of two main clusters, namely, (i) the Integrated Talent Management, providing advice and managing position management, recruitment, mobility, staff development and training, performance management and social security; and (ii) the HR Strategy and Policy providing HR strategic guidance, policy and oversight.
The position is located in the Workforce Planning and Position Management Team (CSHDW), Human Resources Division at FAO headquarters in Rome, Italy.
Reporting Lines
The Human Resources Officer (Workforce Planning and Position Management) reports to the senior Human Resources Officer (Workforce Planning and Position Management) under the overall guidance of the Deputy Director, CSH.
Technical Focus
Provide support, guidance and advice on workforce planning and position management linked to issues around risk management and knowledge management, in addition to programmatic delivery.

The provision of HR services to management and staff.
Key Functions
- Process, coordinate arrangements, and deliver services in an HR discipline;
- Research and analyse HR policy and service delivery issues, maintain operational statistics, and prepare related reports;
- Develop and maintain HR systems, processes and practices;
- Contribute to the development of information and training materials and coordinate and assist in the presentation of information/training sessions to management and staff;
- Provide HR information and advice to management and staff;
- Participate in project teams and work groups.
Specific Functions
- Contribute to the development of a strategic workforce planning at corporate level continuously adapting to internal and external trends and participate in the implementation of the strategy.
- Support the identification of integrated platforms, tools and systems to manage workforce and support FAO business needs.
- Assist managers in assessing the skills mix and technical capacity to achieve FAO strategic goals and provide ongoing data and analysis support.
- Provide advice on theoretical and practical aspects of the workforce planning process and provide continuous coaching and support to divisional/office teams on all elements of workforce planning.
- In collaboration with the Analytics and System Solutions (CSHDA) Team in the Human Resources Division, prepare and/or review information, analytics and insights at the divisional/office level to support decisionmaking.
- Liaise and collaborate with the Office of Strategy, Programme and Budget (OSP) on position management relatedissue, post count, budgetary as well as programmaticrelated issue.
- Support strategic organizational design and post management by ensuring internal consistency and adequacy of organizational structures and job classification levels.
- Support to the implementation of structural and staffing changes across the Organization, and preparing related reports.
- Prepare and review corporate and divisional post planning proposals, review job descriptions and advises managers on specific post requirements.
- Perform other duties as may be required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
- Advanced university degree in human resources, management, business administration, computer science, law, organizational development, industrial psychology or a related field.
- Three years of relevant experience in human resources management and administration, including workforce planning, position management monitoring and reporting as well as post planning and costrelated issues.
