General context of the project
INTERSOS is a humanitarian organisation founded in 1992, working on the frontlines of crisis situations.

In its countries of operation, INTERSOS intervenes to assist the most vulnerable populations affected by conflicts, extreme poverty, natural and manmade disasters in challenging and hard-to-reach areas, where the humanitarian needs continue to be the greatest and where the humanitarian presence is often weak.

In such contexts, INTERSOS focuses on providing forcibly displaced populations and host communities with life-saving humanitarian assistance, in the areas of Protection, Health & Nutrition, as well as WASH and Shelter.

General purpose of the position

  • The Grants Control & Compliance officer serves as INTERSOS wide focal point for donor grants and related reporting to ensure compliance, due diligence, and efficiency. The objective is to ensure that goodquality proposals and reports are submitted to donors on time and that compliance is maintained.
  • The purpose of the Grants Control & Compliance Officer position is to provide essential grant management support (including reporting, requirements, timely and quality proposal, and internal & external communication) to the missions and regional offices in order to achieve highquality programming, to ensure the quality of relationship with donors and the respect of reporting deadlines.
  • The Grants Control & Compliance Officer supports the effort of the Grant Unit in his organizational alignment and change management process tailoring INTERSOS internal procedures to suit donors' requirements and clear processes to achieve the Organizational objectives included in the strategic plan.

Main responsibilities and tasks

- Compliance

  • Ensure that grants are executed in compliance with donor requirements through their full lifecycle from preaward planning to final reporting,
  • Provide study and analysis, support and expertise on strategic donors identified by the Organization Action Plan, with the aim to contribute to INTERSOS compliance and accountability.
  • Working closely with technical experts, regional grant and reporting officer, finance team and MEAL to develop, write and submit proposal narratives and budgets.
  • Ensure daytoday support and continued monitoring acting as the primary point of contact and resource for the identified donors.
  • Manage access to the donor's portal at proposal, implementation, and reporting stages. Maintain an updated INTERSOS profile in donor systems (Appel, AAMP, Pador, etc.).
  • Review and summarize the donor awards, memorandums of understanding, subagreements, contracts, flag any points that might challenge INTERSOS procedures, and support contract negotiations.
  • Facilitate the headquarter audit in coordination with Finance and Programme department.
  • Maintain central grants tracking system, repository, and central reporting calendar, issuing reminders and notifications as needed.

2- Reporting

  • Coordinate the finalization of donor reports ensuring consistency between narrative, annexes & financial reports and that they meet quality standards.
  • Ensure before submission that financial and program reports, adhere to donor standards and requirements in terms of forms, templates, and coherence.
  • Provide internal reports for the Head of Unit/Director General on the quality of reporting to donors.
  • Work in accordance with the reporting schedule in close collaboration with the regional team.
  • Ensure the availability and consistency, from the program and MEAL team, of the necessary data and information allowing the submission of reports, in accordance with the original project proposal or previous reports.

3- Knowledge management

  • Collaborate with Human Resources Dep. in ensuring that relevant staff of all departments are informed of donor requirements.
  • Support in providing new hires recruited with onboarding and induction sessions. S/he prepares grant regulation brief and donor profile and adjust
