    The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.

    Organizational Setting

    The Office of Emergencies and Resilience (OER) is responsible for ensuring FAO's efforts to support countries and partners in preparing for and effectively responding to food and agricultural threats and crises by i) increasing the numbers of people reached in Integrated Phase Classification (IPC) 3 and above; and ii) increasing the numbers of people supported to move out of IPC 3 and above from a humanitarian caseload onto pathways of resilience and development. FAO has mainstreamed a humanitarian development, peace nexus approach and a localization agenda throughout its strategic positioning and programmatic design and implementation at country and regional levels. In this organizational setting, OER is responsible for coordinating the development and maintenance of corporate tools and standards to enable Decentralized Offices (DOs) to assist Member Countries to prepare for and respond to emergencies as well as strengthen capacities of national and sub-national institutions and partners for resilience and risk-informed development. OER ensures humanitarian policy coordination and knowledge, liaison with the Inter-Agency Standing Committee as well as with humanitarian resource partners, co-leadership with World Food Programme (WFP) of the global Food Security Cluster, organizational preparedness, surge capacity and response to large-scale emergencies. OER supports food and nutrition security and sectoral/systems assessments, early warning activities related to emergency and humanitarian analysis and responses. OER plays a major role in the development and leadership of the Organization's programme to increase the resilience of livelihoods to food and agriculture threats and crises of the Organization's programme in areas such as risk governance and coordination, anticipatory actions, disaster risk reduction, early warning and response in agriculture and food chain crises.
    The position is part of the Programme and Policy team and contributes to the work of the Global Network Against Food Crises Team (GNAFC) within OER. Launched at the World Humanitarian Summit by the European Union, FAO and WFP, the Global Network Against Food Crises is multi-stakeholder initiative composed by humanitarian and development actors united by the commitment to tackle the root causes of food crises and promote sustainable solutions through shared analysis and knowledge, strengthened coordination in evidence-based responses and collective efforts across the Humanitarian, Development and Peace (HDP) nexus. Within this partnership, FAO has a key role in the operationalization of the Global Network at global, regional, and country level with an emphasis on analytical work around food crises to inform decision-making (e.g. Global Report on Food Crises), the identification of innovative approaches to tackle root causes of food crises in a sustainable manner, and then furthering support at the country level for HDP programming and improved coordination.
    The position is located in OER at FAO headquarters in Rome, Italy.

    Reporting Lines
    The Emergency and Rehabilitation Officer (Anticipatory Action) reports to the Senior Emergency and Rehabilitation Officer, Programme and Policy Team Leader, OER.

    Technical Focus
    The Emergency and Rehabilitation Officer (Anticipatory Action) leads and coordinates the anticipatory action portfolio within FAO's broader emergency and resilience work.

    Key Results
    Technical and policy expertise to support the planning, development and implementation of divisional programmes, projects, products and services in accordance with the FAO Strategic Framework.

    Key Functions

    • Plans and leads components of multidisciplinary teams, coordinates, and/or participates in Organization-wide committees, and provides technical expertise on international committees and working groups.

    • Develops and updates the supporting approach, methodology, tools, systems/databases, policies and/or standards to support programme delivery and specific objectives, services and outputs of Division teams focusing on (i) humanitarian policy, interagency collaboration and mobilization of emergency resources; (ii) response, food chain crisis, special operations, Level 3 emergency preparedness, early warning and support to transition; (iii) and/or programming to integrate resilience into FAO planning at all levels.

    • Develops position papers, proposals and/or policy briefs to support humanitarian policy development, coordination and liaison with international partners such as the Inter-Agency Standing Committee, WFP, United Nations High Commissioner for Refugees (UNHCR), United Nations International Children's Emergency Fund (UNICEF), Non-Governmental Organizations (NGOs) and other humanitarian groups involved in emergency and recovery activities.

    • Undertakes FAO emergency needs assessment activities and missions, conducts food and nutrition security assessments and analysis, coordinates in-country early warning alerts and further coordination with all partners.

    • Provides technical support to ongoing operational emergency and recovery projects and programmes and related capacity development in countries, and Regional and Subregional Offices supported with Standard Operating Procedures, surge mechanisms and Level 3 capable response systems.

    • Promotes best practices and provides technical support/services to Decentralized Offices, in collaboration with Regional Offices, to facilitate emergency programming, resource mobilization and integration of emergency and development work in countries, as well as to provide capacity during critical phases of emergencies.

    • Monitors, promotes and coordinates resource mobilization activities including corporate appeals, donor macrogrants, Central Emergency Revolving Fund/Special Fund for Emergency and Rehabilitation (CERF/SFERA) submissions, annual appeals and midyear reviews, as well as collaborates with countries and Regional Offices to facilitate resource mobilization through project and programme formulation.

    • Maintains and updates FAO emergency information systems, crisis communications, information and advocacy, as well as providing up-to-date information for reporting, audits, evaluations and inputs to FAO Governing Body documents.

    • Performs other related duties as required.

    Specific Functions

    • Leads the implementation, in collaboration with management and decentralised offices and other FAO units, of a strategic programme on scaling up Anticipatory Action, ensuring its integration and alignment with the Organization's Strategic Framework as well as its emergency and resilience agenda at a global, regional, sub regional and/or country level.

    • Manages the OER Anticipatory Action team human and financial resources effectively to deliver both normative and effective direct support to decentralized offices for the effective implementation of anticipatory action projects, strategies and processes.

    • Provides timely and relevant information to OER and FAO management on the reach, outcomes and longer-term impacts of FAO's anticipatory action activities/programmes to inform strategy and programme adaptation, and to promote more efficient and effective use of resources in responding to expanding food crises situations.

    • Supports and leads the design, coordination and implementation of quality anticipatory action and resilience projects and programmes.

    • Coordinates the OER technical support to decentralized offices for the development and implementation of quality anticipatory action programmes, including for capacity development and for the implementation of anticipatory actions (e.g. SFERA Anticipatory Action window).

    • Establishes strategic and functional relationships within OER, with Decentralised Offices and technical divisions, and with relevant external partners, to strengthen anticipatory action programming for agriculture and food security, including risk monitoring/trigger setting; expanding flexible finance for anticipatory action; improving the quality, timeliness and scale of anticipatory actions; strengthening learning, coordination, partnerships and advocacy on anticipating food crises; supporting governments in integrating anticipatory approaches within disaster risk management policies, processes and financing instrument.

    • Leads the development of a strong evidence base on the effectiveness of anticipatory action and ensures the availability of relevant data for position papers, advocacy materials, policy briefs and proposals and ensures links with other FAO data and analysis system.

    • Leads FAO's partnerships as well as contributions to global policies, processes and interagency initiatives on anticipatory action;' Links and informs country level programmes with strategic level programme thinking, in particular in relation to FAO's contribution and positioning along the Humanitarian Development Peace Nexus and related challenges and opportunities.

    • Promotes and integrates non-negotiable elements in all FAO emergency and resilience programmes such as: being based on a robust multi-risk and context analysis, systematically considering conflict and peace dynamics, anticipating known hazards, being based on best available rigorous evidence, incorporating principles of protection, Accountability to Affected Populations (AAP), localization and others.

    CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

    Minimum Requirements

    • Advanced university degree in social sciences (economics, development studies, food security, disaster management or related fields), agricultural sciences.

    • Seven years of relevant experience in increasing levels of responsibility in disaster risk management, preferably food security related.

    • Working knowledge (proficient - level C) of English and limited knowledge (intermediate - level B) of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

    • Demonstrated knowledge of methodologies and technologies relevant to anticipatory action.

    • Demonstrated experience in managing teams and processes.

    • Understanding of FAO policies and programs is considered a strong asset.
