NOTE: This is a trainee position, target UA-05. Position may be filled at the UA-06 or UA-05 grade level. If position is filled at the UA-06 grade level, incumbent may be promoted non-competitively to the UA-05 grade level upon completion of necessary training and after he/she has met the necessary qualification requirements, quality of experience and upon recommendation of the supervisor.

Hauptaufgaben

Incumbent receives, stores and issues supplies and equipment, such as cement, lumber, heating plumbing, electrical, and grounds maintenance materials. Inspects materials to verify identity, quantity, and condition; processes receipts utilizing the General Fund Entreprise Business System (GFEBS). Places items in appropriate storage location according to shelf-life, item popularity, size, weight, and hazardous characteristics. Secures precious metals and pilferable items. Maintains the security and safety of warehouse and holding areas. Selects supplies annotated on shop stock orders and bills of material. Coordinates with job estimators and shop supervisors concerning the use of substitute items. Places fringe items with proper documentation in material holding area. Updates accountability of all supplies/equipment staged in the holding area and reports unusual problems to the supervisor. Issues supplies to DPW shops in accordance with the Work Schedule Program. Manages self-help program and provides technical advice to customers. Processes transactions in GFEBS, ensuring accuracy and timeliness. Resolves rejects, such as closed work orders or warehouse refusals. Reverses erroneous transactions and reprocesses if necessary. Maintains transaction records and audit trail files. Takes actions to prepare for end-of-year close out functions. Ensures that material orders are scheduled, placed and managed to meet demand, cost, delivery, reliability and inventory objectives. Anticipates supply demand patterns on the basis of past demand experience and established trends. Reviews on-hand balances and recommends reorder quantities for items below requisition objective. Receives fringe requests for customers. Determines whether purchase will be on the open market or through mandatory sources. Performs market research to ascertain product availability and costs, and requests quotes from vendors if necessary. Determines fund availability, obtains billing official approval, and purchases material using the Government Purchase Card. Notifies customers of estimated delivery date and arrival of material. Uses Access Online to reconcile purchases with monthly credit card statements. Approves statements and files documentation for appropriate retention period. Completes mandatory training for cardholders. Plans and organizes the annual inventory. Performs location surveys and all kinds of inventories, i.e. cyclic, wall-to-wall, and special for selected items such as stand-by, seasonal or zero balance. Verifies recorded location data with the physical location of assets. Ensures all receipts, issues and turn-ins are processed prior the inventory. Utilizes GFEBS to block material for inventory and performs initial counts. Enters results into GFEBS and initiates recounts if necessary. Perform adjustments or corrections as may be required. Establishes and maintains formal records of material in stock reflecting such information as quantities and condition. Systematically inspects material to detect sign of deterioration or damage and takes protective measures. Ensures locations have bin labels with nomenclature, stock number, and unit of issue. Identifies no-demand supported items, expired shelf-life assets, and unserviceable items in stock, and coordinates disposal with the Property Disposal Office. Operates material handling equipment and van to pick-up supplies bought from local vendors.

NOTE: Incumbent may be required to lift heavy weights, climb ladders, and temporarily be exposed to outside weather conditions according to mission needs.
Tour of duty: 40 hours per week, Monday through Friday from 08.00 to 17.00, including a 1-hour uncompensated lunch break.

Qualifikationsanforderungen

MINIMUM QUALIFICATION REQUIREMENTS: Applicants must meet the qualification requirements in the Qualification Standards Handbook as summarized below.

EXPERIENCE:
At the UA-06 grade level, applicants must have a minimum of 1 year of General Experience.
General Experience is progressively responsible clerical, office or other work which indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

At the UA-05 grade level, applicants must have a minimum of 1 year of Specialized Experience, equivalent to at least the UA-06 grade level.
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
At the UA-06 grade level: Diploma di maturità, diploma equipollente or diploma di scuola superiore di 5 anni, plus 60 CFU towards a Diploma di Laurea triennale.
At the UA-05 grade level: Diploma di Laurea triennale or Diploma universitario, in any field.

NOTE: Technical knowledge of the English and Italian languages is required in order to communicate effectively, orally and in writing, with customers and suppliers, as well as to read and understand supply publications in English.
